Dear Ms. Austin:

It is my distinct pleasure to recommend Abedalrazq (Abed) F. Khalil for the NOAA Postdoctoral Program in Climate and Global Changes.  I have worked with Abed for the last 3 years and he is a hardworking and creative colleague who has accomplished groundbreaking work in the water management and decision-support sphere.

As a graduate student at Utah State University, Abed has worked on several problems that are critical to improving water management in Utah’s Sevier River Basin.  They include developing short-term forecasts for:  (1) the reservoir release on one of Utah’s major reservoirs – Piute Reservoir and (2) the canal diversion into one of Utah’s major canals – Sevier Valley/Piute.  Abed’s work uses hierarchical Bayesian analysis and statistical learning theory and for input uses real-time data from the Basin’s monitoring network.  His model for Piute Dam will be tested in a real-time application this spring.  The model shows great promise for improving water management in the central Sevier River Basin.

In a related study, he has been working on a long-term forecast model for one of the principal steam gauging stations in the Sevier River Basin – Sevier River @ Hatch.  Abed has been using multi-sensor data fusion and statistical downscaling for forecasting this important hydrological measuring point.  His seasonal model utilized different sets of data from snow water equivalent, sea surface temperature, and weather data to forecast water availability.  This long-term will prove very valuable in operating the reservoirs of the Sevier River.

Abed is highly motivated and accomplishes all of his work in a very efficient manner.  He is an outstanding graduate student and has done excellent work for our organization – the Bureau of Reclamation.  The combination of being highly motivated, very intelligent, and personable makes him a very valued colleague and a worthy applicant for your program.
